Abstract:
تجارت و حمل و نقل از طریق راههای دریایی از روزگاران قدیم تا به امروز دارای اهمیت و جایگاهی ویژه بوده و همچنان نیز این اهمیت خود را حفظ کرده است. اما از سوی دیگر تهدیداتی نیز تجارت دریایی را مورد تهدید قرار میدهد که در مبحث امنیت دریایی میگنجد. خلیجفارس نیز یکی از مناطق دریایی است که پیوسته مورد توجه در بعد جهانی بوده و بر همین اساس سطح امنیت دریایی در آن برای بسیاری از کشورها دارای اهمیت اساسی است. این پژوهش در پی بررسی اقدامات سازمان بینالمللی دریانوردی (ایمو) در زمینه امنیت دریانوردی و شبیهسازی آن در منطقه خلیجفارس است. ایمو در جهت بهبود امنیت دریایی و دریانوردی، مجموعهای از مقررات و قوانین را در قالبهای گوناگون مصوب کرده که در مجموع رژیم امنیت دریایی را تشکیل میدهد. دولتهای حوزه خلیجفارس و ایالات متحده بهعنوان بزرگترین نیروی خارجی حاضر در این پهنه آبی، بسیاری از مقررات این رژیم را پذیرفتهاند اما برای ارتقای سطح امنیت دریایی باید سطح تعهداتشان را با عضویت در سایر کنوانسیونهای این رژیم، افزایش دهند. از سوی دیگر ابزارهای نظارتی ایمو مانند طرح ممیزی و کنترل دولت بندری در جهت افزایش امنیت در حوزه خلیجفارس میتواند بسیار کارآمد باشد. همکاری دولت در جهت برقراری امنیت دریایی نیز از دیگر اهداف ایمو است که در اساسنامه نیز ذکر شده و مورد پشتیبانی ایمو است. توافقنامه ریاض و ابتکارت و سازکارهای مستقل دولتی بسیاری در حوزه خلیجفارس در جهت ارتقای امنیت دریایی شکل گرفته که نتایج مطلوبی را به دلیل عدم عامالشمولی در بر نداشته است. در مجموع استفاده از ظرفیتهای موجود در این منطقه و ارائه ابتکاری عامالشمول و در نهایت، حمایت و پشتیبانی ایمو میتواند به بستری مطمئن در جهت برقراری امنیت دریایی در حوزه خلیجفارس منجر شود
Trade and transportation through sea routes has had a special importance and position since ancient times and still maintains its importance. But on the other hand, there are also threats to maritime trade that are included in the issue of maritime security. The Persian-Gulf is also one of the maritime areas where the level of maritime security is of fundamental importance for many countries. This research aims to investigate the actions of the IMO in the field of maritime security and its simulation in the Persian Gulf region. In order to improve maritime security and navigation, IMO has approved a set of regulations and laws in various formats, which together constitute the maritime security regime. The governments of the Persian Gulf and the United States, as the largest foreign power present in this water zone, have accepted many of the provisions of this regime, but they must increase the level of their obligations to improve the level of maritime security. On the other hand, IMO monitoring tools such as audit plan, port state control can be very efficient in order to increase security in the Persian Gulf. The Riyadh Agreement and the initiative of many independent government organizations in the Persian-Gulf have been formed in order to improve maritime security, which did not have favorable results due to the lack of inclusiveness. In general, using the existing capacities in this region and providing a comprehensive initiative and finally, the support of IMO can lead to a reliable platform for establishing maritime security in the Persian Gulf.
